Port Expansion
Monday, 29 November 2010 15:51

Planned changes to the Panama Canal lock system are causing the Jacksonville Port Authority and City of Jacksonville business and civil leaders to evaluate changes needed to accommodate the larger vessels that will be able to transit the Canal after the changes are completed. The new locks, which will increase the allowable length and depth of vessels from the present 1,000 foot length and 45 foot maximum draft to a 1,400 foot length and maximum draft of 60 feet, are scheduled to be operational in 2014. Unfortunately, the St. Johns River channel depth is only 40’. Thus, Jacksonville must determine if dredging the channel is appropriate to allow the larger vessels to use Jacksonville as a port of call. In addition, while any dredging to deepen the channel will occur after 2015, there is a more immediate need to correct a safety and navigational problem in the channel.

Use Capital Investment to Redefine Florida’s Post-Recession Economy
Monday, 01 March 2010 15:49

Too often people look at issues through the wrong end of the telescope. The typical observer of Florida manufacturers makes this common mistake. Knowledgeable economic observers look only at direct jobs in evaluating various parts o the economy. They make the assumption that if direct job employment is going up, then the sector is doing well; and if jobs are declining, then the entire sector is on the decline. In manufacturing, we need to turn the telescope around and look at some of the more important facts.

Manufacturing and Spaceport Investment Incentive Program
Thursday, 29 July 2010 15:48

Effective July 1, 2010, the Manufacturing and Spaceport Investment Incentive Program (in SB1752) is available to Florida manufacturers. This program has been allocated a limited amount of money ($19 million) to be shared among Florida’s over 15,000 manufacturers. If all of manufacturers file the refund form right away and deplete the $19 million, it will show the Legislature manufacturing’s significance and encourage continuation of this type of program. Our goal is to eliminate sales tax on all manufacturing inputs. The program offers a sales tax refund to manufacturers on purchases of eligible machinery and equipment (M&E) productivity is increased by 10% in a single product line. The increase must exceed the manufacturer’s total expenditures on eligible M&E purchased and placed into service in Florida during the 2008 base year. Also, manufacturers may choose the 12-month period out of two years to demonstrate the required 10% productivity increase. The program ends June 30, 2012.
